The Federal Communications Commission could disclose winning bidders in a government auction of radio spectrum as soon as Monday, amid shifting speculation on Wall Street over whether AT&T or Verizon Communications (VZ) spent more. The Advanced Wireless Service No. 3 spectrum auction, which ended Thursday, raised nearly $45 billion, said the FCC in a blog.
